Evans was educated at Liverpool Institute and Bishop Wilson Theological College, Isle of Man; and ordained in 1930.〔Crockford's Clerical Directory 1948 p 305: Oxford, Oxford University Press, 1948〕 After curacies in Liverpool and Southport, he was Chaplain at the Liverpool branch of the The Mission to Seamen.
